Is it permissible to perform a marriage contract for a girl who has completed the Hajj pilgrimage but forgot the circumambulation of Ifadah (Tawaf al-Ifadah)?

Tawaf al-Ifadah is one of the pillars of Hajj; Hajj is not complete without it, nor can it be compensated for by a sacrifice. Whoever leaves it remains in a state of ihram until they perform it, even if they have returned to their country. It is not permissible for them to marry until they have performed Tawaf al-Ifadah.
