This hadith includes an explanation of these matters: "the rule of the foolish" means their governance over people, due to their recklessness and violence, and a "foolish" person is one deficient in intellect. "An increase in police" means an abundance of rulers' assistants, which increases oppression. "The sale of judgment" means taking bribes for it. "The trivialization of blood" means not retaliating against a killer.
