What is the ruling of the Shari'ah on one who believes that some Shari'ah rulings, such as the inheritance of a male receiving the share of two females, need reconsideration and amendment because they are not suitable for the current era?

One of the fundamental principles of faith is to refer for judgment to Allah and His Messenger and to submit to their ruling. Rejecting judgment by Allah and His Messenger, or rejecting their ruling, or believing that the ruling of others is better than theirs, constitutes disbelief and apostasy from Islam. The rulings legislated by Allah in His Book or through the words of His Messenger are not to be objected to or changed by anyone. Whoever claims that what is contrary to these rulings is more beneficial is a disbeliever, and likewise, whoever permits opposing them is considered a disbeliever. The ruler must ask him to repent; if he repents, then well and good, otherwise he must be executed as an apostate disbeliever.
