Is learning the Arabic language an individual religious obligation (fardh 'ayn) or a communal religious obligation (wajib)?

Learning the Arabic language is a communal obligation (fard kifaya) upon the entire Ummah, because it is the means to understanding the Qur'an and Sunnah. As for individuals, a Muslim must learn enough of it to perform their obligatory duties, such as prayer and supplications (adhkar). Anything beyond that, learning it is recommended (mandub) for those not learned in Sharia, and obligatory (wajib) for those who are learned in it, so they can understand the words of the Lawgiver. Imam Al-Shafi'i said: "Every Muslim must learn from the Arabic language what suffices their effort in performing their obligation." The Qur'an was revealed in a clear Arabic tongue, and therefore, its understanding can only be achieved through the Arabic language.
