What is the ruling on bringing students – Muslim or non-Muslim, or of unknown religion – from Tunisia to study in Canada, in exchange for a commission, knowing that Canadian certificates enable them to travel to Canada?

Studying in non-Muslim countries is not permissible except out of necessity, such as the unavailability of the required specialization in Muslim countries, provided that the student possesses the knowledge to repel doubts and the steadfastness that prevents falling into forbidden acts. Since studying there is fraught with these dangers, it is safer for one not to participate in sending students there, whether they are Muslims or non-Muslims, because one might be complicit in the sin of their deviation or the increased distance of non-Muslims from Islam.
