Is it permissible to recite the supplication that begins with, "O Allah, O He who parted the sea for Moses," and includes invoking Allah's power and mercy to relieve worries and sorrows, and to ask for happiness and the fulfillment of aspirations?

"Although this supplication is not authentically reported (ma'thur), there is no harm in supplicating with it, as its meanings contain nothing that is forbidden. However, adhering to theastically reported supplications is more preferable and beneficial."
