It is not permissible to supplicate for the sight of a non-mahram woman, because it is obligatory to lower the gaze from her, and supplication should not be for the attainment of sins. It is permissible to supplicate for a woman to be your wife if she is not married or engaged. If you wish to marry her, propose to her family. She remains a non-mahram until you contract marriage with her according to Islamic law. As for supplicating for her to be good for you, even if she is evil, we do not know of any prohibition for it if the intention is to turn her evil into good. However, it is better to make the Istikhara supplication, asking Allah to avert the matter if it is evil.
