Is it permissible to pay a bribe to a government employee to obtain a report proving ownership of an apartment, in order to reclaim our right and avoid the injustice inflicted upon us?

The old Egyptian rental law violates Islamic Sharia by making leases perpetual and freezing rents. This constitutes devouring people's wealth unjustly (أكل أموال الناس بالباطل) and nullifying the owner's possession. Therefore, the apartment must be returned to its owner. As for paying a bribe to an employee to falsify facts, it is forbidden (haram) because it invalidates the owner's right. Bribery is only permissible if it leads to the realization of a right or the repulsion of injustice, in which case it is forbidden for the receiver, but not for the giver.
