What is the ruling on assisting the Red Cross through the Red Crescent, if that is unavoidable, such as in the case of global aid?

If it is possible to send relief materials through the Red Crescent or Islamic organizations, then that is the prescribed method, and it is not permissible to send them under the banner of the Red Cross at that time, due to the deception involved for vulnerable Muslims. However, if all avenues are cut off, and there is no way to aid Muslims except through the Red Cross, then the harm of deception is smaller than the harm of their perishing from hunger. It is obligatory upon the donating entity (the Red Crescent and the donors) to place marks distinguishing what they have given from what the Red Cross has given.
