Is anticipating the inability to forbid evil on a specific day considered despairing of God’s mercy or having a negative self-perception?

There are instances where enjoining good and forbidding evil is waived. This occurs when a Muslim lives among the dregs of people and as the Hour approaches, as the Prophet, peace and blessings be upon him, cautioned. In such a situation, there is a concession to abandon enjoining good and forbidding evil if evildoers proliferate and the righteous become weak. This is not despairing of Allah's mercy, but rather a consequence of the prevailing reality.
