Is watching videos of foot tickling or "falqa" punishment, for men and women, permissible in Islamic law on the grounds that it reduces desire and does not involve looking at what is forbidden?

It is not permissible to look at anything with the intention of pleasure and lust, even if it is something that is originally permissible to look at. One must refrain from watching videos that incite lust and repent to God.
