It is forbidden for a man to look with lust at the foot of any woman other than his wife, whether it is covered or uncovered. This falls under the generality of the Almighty's saying: {And do not approach unlawful sexual intercourse. Indeed, it is ever an immorality and is evil as a way.} (17:32). Sheikh Al-Islam said: "It is forbidden to look with lust at anyone other than the spouses... All of this is forbidden if it is accompanied by lust." If this occurs accidentally, he must avert temptation by fulfilling his lust through lawful means, as the Prophet, peace and blessings be upon him, said: "If one of you is attracted to a woman, and she enters his heart, let him go to his wife and have intercourse with her, for that will repel what is in his soul." If the looking was intentional, he must perform sincere repentance, and treat this by being mindful of Allah's watchfulness, avoiding mixing (with the opposite gender), refraining from forbidden gazes, and being content with what Allah has made lawful, which is looking at one's wife, along with supplication and reliance on Allah.
