Is it permissible to use a pen or powder to make light eyebrows visible during the state of Ihram for Umrah?

"Drawing eyebrows with henna or other powders is not among the prohibitions for a woman in a state of ihram. However, it is disliked because it is an adornment that is disfavored for a woman in ihram, just as it was narrated from Aisha, may Allah be pleased with her, concerning kohl, that it is not forbidden but it is an adornment, and 'we dislike it.'"
