Is the money received from the Chinese government as a scholarship, after leaving the study without their knowledge, halal or haram?

If the grant is intended to help students, then you are not entitled to it if you stop studying, because the reason for it has ceased to exist, whether they know this or not. However, if the grant is for another reason that is still valid, then there is no objection to taking it.
