Is money earned from a university grant permissible (halal) or forbidden (haram) if the required training period is not actually completed, and instead, only papers are signed to obtain grades?

The applicant is not entitled to the grant because its condition has not been met, as the Messenger of Allah, peace and blessings be upon him, said: "Muslims are bound by their conditions." If he has already taken it, he must return it to the university by any means, even as a donation.
