Is a person afflicted with bipolar disorder, prone to lethargy and weight gain due to medication, excused for missing some prayers past their appointed times, and is a father who prays at impermissible times due to a sleep disorder excused, especially if they cannot hear the Adhan?

"Missed prayers due to sleeping before the prayer time and not waking up on time are excused, as per the Hadith: «Indeed, there is no negligence in sleep. Negligence is only for him who does not pray a prayer until the time of the next prayer comes...» As for prayers missed due to sleeping after the prayer time has begun, there is negligence in that. Laziness and lethargy caused by medication do not justify delaying the prayer until its time has expired. One must be keen to perform it on time to the best of their ability. A sick person may combine prayers if they experience hardship and weakness in performing each prayer at its designated time. The father should also maintain prayer on time and in the mosque as long as it is near."
