Who is the "mu'tarr" mentioned in the verse: "And feed the qani' and the mu'tarr"?

"Al-Qani‘" (the contented) and "Al-Mu‘tarr" (the one who asks) appear in the context of verses 36-37 of Surat Al-Hajj, which speak about the sacrificial animal (Uḍḥiyah). Al-Qani‘ is the poor person who does not ask, and Al-Mu‘tarr is the poor person who asks. This is the preferred interpretation of most exegetes.
