What is the ruling on using the American Express Green Card, which allows the withdrawal of 15,000 riyals for a fixed withdrawal and late fee, and without interest, and what is the ruling on benefiting from its points?

It is permissible to use a Visa card if it is free from Sharia prohibitions, which are: stipulating interest or a late payment fee, taking issuing fees that exceed the actual cost, taking a percentage on withdrawal transactions if the card is uncovered, or purchasing gold, silver, and currencies with an uncovered card.

It is forbidden to use a card that stipulates a late payment fee, even if the holder intends to pay on time; for every stipulated increase on a debt is usury (riba).

One must cease using such a card and repent from accepting usury.

If a person deposits a balance in the bank for use with a Visa card, they are effectively lending to the bank. Therefore, it is not permissible for them to accept gifts or rewards from the bank or its partners, as these would be considered usury. Accordingly, it is not permissible to take reward points except to dispose of them by giving them to the poor and needy.
