Is it permissible to donate the cost of Umrah to the poor instead of performing it, due to health conditions that prevent maintaining ritual purity (tahara) because of frequent urination?

The ruling on Umrah is a matter of scholarly disagreement, oscillating between obligation and recommendation. Its obligation is conditioned upon istita'ah (ability), which includes physical health. If illness prevents travel for Umrah or causes severe hardship, the obligation is lifted. If the illness is incurable, then performing Umrah through a proxy becomes obligatory. If the illness has not reached the point of incapacity, one may follow the opinion that views Umrah as recommended and donate its expenses as charity. The inquirer is permitted to adopt the easier opinion in matters of permissible disagreement, as long as it is not done merely to seek out dispensations.
