What is the ruling on a government employee in an oil company receiving bonuses from committees and departments that register his name without actual work, given the employee's readiness to work when summoned, and with the approval of the Director General authorized to disburse?

If the bonuses are disbursed with the approval of the General Manager, then it is permissible. However, it is forbidden to take them if the person registers his name merely as a courtesy without having performed any work, for this is consuming wealth unjustly and a betrayal of trust, as Allah Almighty says: "O you who have believed, do not consume one another's wealth unjustly" (Quran 4:29), and "Do not betray Allah and the Messenger or betray your trusts while you know [the consequence]" (Quran 8:27). It is permissible to take them if his name is written because his work is occasionally needed, for a private employee is entitled to his wage by dedicating himself, even if he does not always work.
