This is because the mist dissipates and nothing of it reaches the internal cavity, and it does not have a tangible form like incense. If any of it reaches the mouth, it must be expelled. The fasting person's feeling of reduced thirst with the air conditioner does not affect their fast, because that is due to the coolness of the air, not water vapor, and it is no different from cooling oneself with water, which is permissible.
