Is the Hadith, "Every supplication is suspended or veiled until the Prophet, peace be upon him, is invoked," authentic?

The Hadith (definition) narrated by Omar ibn Al-Khattab, may Allah be pleased with him, regarding supplication being suspended between the heavens and the earth until prayers are said upon the Prophet, peace and blessings be upon him, has a good chain of narration and was graded as Hasan (definition) by Al-Albani. Although this Hadith is Mawquf (stopped) at Omar, it carries the ruling of a Marfu' (raised) Hadith because such a statement cannot be based on mere opinion. The Hadith indicates the desirability of sending prayers upon the Prophet, peace and blessings be upon him, along with supplication, but it is not a prerequisite for it. Scholars have mentioned that sending prayers upon the Prophet, peace and blessings be upon him, with supplication occurs in three ranks: the most complete is at the beginning, in the middle, and at the end of the supplication; next is at its beginning and end; and then, only at its beginning. It has been reported from Fadalah ibn Ubayd, Abdullah ibn Mas'ud, and Abu Sulayman Al-Darani the merit of beginning with praise of Allah and prayers upon the Prophet, peace and blessings be upon him, before supplication and concluding with it.
