What is the legal ruling for an engineer to obey his superior in accepting contractors' work, despite existing deficiencies in specifications and the guardian's directive to overlook them?

The employee tasked with receiving work from contractors must perform their duty with integrity and excellence. If the deviation from specifications is minor and customarily tolerated in contracting, then there is no blame. However, if it is a significant discrepancy that amounts to fraud, then the work should not be accepted unless the missing specifications are documented in the report. It is not permissible to obey the manager if he orders the acceptance of major deficiencies, because it is an order to disobey Allah, and "There is no obedience to a creature in disobedience to Allah." The matter should be escalated to higher authorities if possible; otherwise, the employee should merely refrain from accepting the work unless the deficiencies are recorded, thereby absolving himself of responsibility for the fraud. And whoever fears Allah, He will make for him a way out and provide for him from whence he never expected.
