Is "To Allah belong men who, if they will, Allah wills" a Qur'anic verse, and if so, what is its interpretation?

However, something close to its meaning has been reported in the authentic Sunnah, such as his (peace be upon him) saying: "Indeed, among the servants of Allah are those who, if they were to swear an oath by Allah, He would fulfill it for them." And in the Qudsi: "My servant continues to draw near to Me with supererogatory acts until I love him. When I love him, I am his hearing with which he hears, his sight with which he sees..."
People of desires and innovations might exploit such meanings to claim sainthood, whereas the allies of Allah are the pious, as the Qur'an clarifies. One should ascertain the authenticity before attributing any statement to Allah or His Messenger, as fabricating lies against them is a grave matter.
