What is the ruling on opening an account on social media platforms (Twitter - Instagram) if I will be followed by people whose profile pictures are images of women, knowing that those on my page do not see these images unless they click on the followers? And am I sinful for that, even though I do not follow the owners of the forbidden pictures?

There is no harm in opening an account on Twitter or similar platforms; indeed, a number of scholars and preachers have done so. You are not responsible for who browses your followers, especially since you do not have the option to reject followers on Twitter.
