What is the ruling on directing funds presented as vows and offerings to a revered tribe that is supplicated for the fulfillment of needs, and these funds are collected for the mosque?

Intermediation (Tawassul) can be permissible, such as seeking intercession through the supplication of a righteous living person, and it can be forbidden, such as seeking intercession through a person's status (Jah). Supplicating to other than Allah and asking them to fulfill needs is major shirk. Similarly, dedicating acts of worship to other than Allah, such as vows and sacrifices, is also shirk. What these people are doing involves matters of major shirk, and it is obligatory to advise them and clarify the meaning of "La ilaha illa Allah" (There is no god but Allah). It is not permissible to spend these funds on building a mosque; rather, they should be returned to their owners. If it is impossible to identify the owners, the funds should be spent on general Muslim welfare, such as the mosque if there is a need for it.
