Is it permissible for a wife to take from the money of her miserly husband, who neither gives charity nor pays zakat, without his knowledge, in order to pay zakat from it?

The wife should advise her husband and explain to him with wisdom the danger of withholding zakat and encourage him to give charity. It is not permissible to give out zakat on his behalf without his knowledge due to the absence of intention.
