Is it permissible for a barren widow who inherited money from her husband to spend on her brothers, and if her husband has brothers, then who is more deserving of the spending?

A woman has the right to dispose of the money she inherited from her husband. She must spend on her poor siblings if she is wealthy and they have no provider and she is their heir. She is not obligated to spend on her husband's poor siblings, because they are not relatives with whom maintaining ties is obligatory. Her own siblings are more deserving of charity, being kin; as the Prophet, peace and blessings be upon him, said: "Charity given to the poor is charity, and to a kinsman, it is two: charity and maintaining ties."
