Who are the purest women in the world mentioned in the Holy Quran, and do they not menstruate like other women?

The Book of Allah does not mention any women as the purest in the worlds except for Mary, peace be upon her, whom Allah chose and purified, as stated in His Almighty قول: "And [mention] when the angels said, 'O Mary, indeed Allah has chosen you and purified you and chosen you above the women of the worlds.'" The purification intended is either from disbelief or from all impurities and doubts. There is a difference of opinion regarding the meaning of "the worlds" – whether it refers to the world of her time or all the worlds until the Day of Judgment.
