A Muslim is obligated to denounce evil according to their ability. A woman, like a man, is enjoined to do so, based on the generality of the Hadith: "Whoever among you sees an evil, let him change it with his hand; if he is unable to do so with his hand, then let him change it with his tongue; and if he is unable to do so with his tongue, then let him change it with his heart – and that is the weakest of faith." The niqab does not prevent one from fulfilling this obligation, provided that the Islamic guidelines of decorum, modesty, and shyness are observed when speaking to men and denouncing evil to them.
