What should a bald person do to exit the state of ihram after the Jamrat al-'Aqabah, and is he required to pass a razor over his head?

If a person has no hair, then nothing is required of him upon exiting the state of ihram, and the razor is not passed over his head. However, if he has hair, even a little, then the razor is passed over it and shaved for him to exit ihram. Sheikh Ibn Uthaymeen, may Allah have mercy on him, mentioned that the bald person who has absolutely no hair is not required to do anything, and the razor is not passed over his head upon exiting ihram.
