What is the meaning of "تستقل" (tastaqill) as it appears in the Hadith: "The sun does not rise but that everything created by Allah glorifies Him with His praise, except for the devils and the foolish among the Children of Adam"?

The aforementioned hadith was narrated by Ibn al-Sunni from Amr ibn Abasa and was graded as hasan by Al-Albani. "ما تستقل الشمس" means when the sun rises high and ascends. Everything glorifies Allah with His praise except for the devils and the foolish among humankind.
