Is it permissible for a wife to divorce her husband who beat her and her father, despite his refusal to grant a divorce?

There is no way for your sister to get divorced unless her husband divorces her or a Sharia judge rules for divorce. So, either convince the husband to divorce her or agree to a khula' (divorce at the wife's instance, usually with compensation), or refer the matter to a Sharia judge.
