How sound is the book by Muhammad ibn Amr ibn Hazm, on the authority of his father, which includes the amounts of blood money, and is Al-Albani's declaration of its weakness or authenticity the final word on the matter?

The book of Amr ibn Hazm, which the Messenger of Allah, may Allah bless him and grant him peace, wrote to the people of Yemen, containing the obligatory acts, the Sunnahs, and the blood money (diyat), is very weak in its chain of narration (isnad) because one of its narrators, Sulaiman ibn Arqam, is weak. However, it was transmitted mursal (without mentioning the Companion in the chain), and scholars have accepted and acted upon it. Some have authenticated it due to its widespread fame, and because most of its rulings are agreed upon by scholars, and because most of its content has supporting evidence.
