If the program assists usurious banks in obtaining information about those whom they will lend to with usury, then it is not permissible to sell it to them or to create it for them, because that constitutes aiding in sin and transgression. This is based on the Almighty's saying: (And cooperate in righteousness and piety, but do not cooperate in sin and aggression) and the saying of the Prophet, peace and blessings be upon him: (Whoever calls to misguidance will bear a burden of sin equivalent to the sins of those who follow him). Allah has warned those who consume usury of a war from Him and His Messenger, and the Messenger of Allah, peace and blessings be upon him, cursed the one who consumes usury, the one who gives it, its scribe, and its two witnesses.
