Is it permissible for a woman to take from her husband's zakat money if he withholds financial support from her and her children?

It is not permissible for a wife to take her husband's Zakat al-mal (obligatory charity on wealth), nor is it permissible for children to take Zakat al-mal from their father, because their maintenance is obligatory upon him. It is not permissible for the one paying Zakat to give it to those whose maintenance is obligatory upon him. If the husband is remiss in providing the obligatory maintenance, then it is permissible for the wife to take from his money what suffices her and her children, according to what is customary, even without his knowledge, based on the hadith of Hind bint Utbah.
