What is the ruling on Friday Prayer that is held at a fixed, agreed-upon time among students in France?

Establishing Friday prayer for students residing abroad for study is not permissible according to the majority of scholars, due to their lack of permanent residency, and permanent residency is a condition for the validity of establishing Friday prayer. If there are no Muslim permanent residents in the city with whom Friday prayer can be observed, then the students must pray Dhuhr. As for the timing of Friday prayer, there is no issue with it if it is after the entry of the legal time, which is the same time as the Dhuhr prayer.
