Is it permissible for foreign students to establish Friday prayer in their university housing after being prevented from doing so in mosques and having to suffice with Dhuhr prayer, knowing that the number of worshippers may reach ten and that there are zero coronavirus cases in their state?

The majority of scholars stipulate settlement as a condition for the validity of Jumu'ah (Friday prayer). Therefore, students residing for study who are not permanent settlers cannot establish Jumu'ah themselves; rather, they must perform it with the permanent settlers. Furthermore, the number of students mentioned is not sufficient for Jumu'ah to be valid, even if they were permanent settlers, as the Hanbalis and Shafi'is stipulate forty (people), and the Malikis twelve permanent settlers. The prevention of attending Jumu'ah due to Coronavirus does not waive the condition of settlement or the number. Therefore, they should pray it as Dhuhr (noon prayer).
