Is it permissible for a student sent to study in Rome to pray Dhuhr instead of Jumu'ah due to the unavailability of mosques and Muslims, and is it permissible for him to deliver a khutbah and perform Jumu'ah prayer with his colleagues at their residence if he is unable to reach the Grand Mosque?

Friday prayer is not obligatory for expatriate students who are not permanent residents in the country where they are studying. It is also not valid for them even if they perform it. If there are forty permanent residents in the village, Friday prayer becomes obligatory for them, and then it becomes obligatory for the non-residents by following them. If there are no permanent residents, then there is no sin upon the students for not establishing Friday prayer, and they should pray Dhuhr as four rak'ahs.
