Is it permissible for university students in a non-Arab Muslim country to pray Jumu'ah in another mosque with an Arabic sermon, knowing that the sermon in their own mosque is always in Arabic because their madhhab does not permit otherwise?

It is not permissible to establish a second, independent Friday prayer for students for two reasons: The first is that multiple Friday prayers are prohibited in one town without necessity, and repeating the sermon or its being in a language other than Arabic does not justify multiple prayers. The second is that the students are residents, not permanent settlers, and a condition for the validity of the Friday prayer, according to the majority of scholars, is permanent settlement. However, if the intention is to pray in another mosque where the Friday prayer is held with the people of the town, there is no harm in that.
