Is prayer in a congregation in a hotel on Friday without a sermon, due to the impossibility of going to the mosque because of a strike, valid and sufficient for the Dhuhr prayer? And is it permissible to perform Friday prayer in a congregation at the university (with or without a sermon) if the administration refuses to allow students to leave for the mosque, or should it be prayed as Dhuhr?

The sermon (khutbah (definition)) is a condition for the validity of the Friday prayer (Jumu'ah) according to the majority of scholars, contrary to the view of Al-Hasan (definition) Al-Basri. The evidence for this is Allah Almighty's saying: "then hasten to the remembrance of Allah." And "remembrance" (dhikr) here refers to the sermon. The Prophet (peace be upon him) never omitted the sermon for the Friday prayer, and he said: "Pray as you have seen me praying." Based on this, if the sermon and a sufficient number of settled residents are not present, the Friday prayer is invalid, and one must pray the Dhuhr prayer with four rak'ahs, and make up any Dhuhr prayers that were performed as Jumu'ah without a sermon.
