What is the ruling on praying Dhuhr in congregation instead of Jumu'ah prayer when there is no Imam and no other mosque available?
If the conditions for Friday prayer in congregation are met, and there is among them someone capable of delivering the sermon, it is obligatory for them to put forward one of them to deliver the sermon and lead them in prayer as an Imam. Eloquence in the sermon is not a condition; rather, it suffices to utter praise (to Allah), a verse (from the Quran), blessings upon the Prophet, and an enjoinment of piety. If there is no one in their town from whom a Friday sermon is valid, and there is another mosque in a neighboring town, it is obligatory for them to go to it, as long as the distance does not exceed a farsakh (approximately eight kilometers). If the distance is greater, they should pray Dhuhr.
