Is it permissible to administer an oath upon the Noble Quran to the parties involved if some of them claim it is unclean or that they are not in a state of ritual purity (wudu'), knowing that the Quran is placed inside a cloth bag?

It is permissible for the judge to intensify the oath by having the person swear on the Mushaf (copy of the Quran), but it is not permissible to touch the Mushaf without ritual purity unless through an interposing barrier. Some jurists are of the opinion that touching it is prohibited even with a thick barrier if, by custom, one is considered to be touching it. It is recommended that one should not touch the Mushaf except when ritually pure, and swearing without touching is sufficient if the ritually impure person claims so, unless his falsehood is certain.
