Is the meaning of Ahmad's saying, "He borrows and marries," that it is permissible for the poor person to borrow with an increase due to the absence of banks that give loans without it?

The Hanbali jurists differed regarding the marriage of the poor person. Some of them said that a poor person should not marry except out of necessity, citing the verse: "And let those who find not [the means for] marriage abstain [from sexual relations] until Allah enriches them from His bounty." Others recommended that he borrow and marry, citing the action of Imam Ahmad, who married even though he did not have sustenance. As for one who cannot find anyone to give him a goodly loan, it is not permissible for him to borrow with usury for the sake of marriage; rather, he should abstain and fast frequently, for it is a shield for him.
