What is the ruling of the Sharia on dealing with a mother who wrongs one of her children, deprives him of his basic rights (such as clothing and glasses), prefers his other siblings over him, exploits him to serve them, and takes his share of the inheritance to give it to his well-off siblings?

A mother remains a mother, whether she acts well or poorly, and it is obligatory to honor her and treat her kindly in obedience to Allah. Just as a mother loves for her children to be dutiful to her, she should also be fair among them in giving and in emotional matters. It is not permissible for her to compel her child to serve his siblings, nor to take his share of the inheritance except with his willing consent, because the Prophet, peace be upon him, said: "The wealth of a person is not lawful [to take] except with his willing consent." A child might imagine that his mother is unjust, but generally, she is compassionate. If injustice does occur, he should seek its cause, as the child might have wronged her. We advise the child to win his mother's affection, for the Prophet, peace be upon him, said: "The Lord's pleasure is in the parent's pleasure, and the Lord's displeasure is in the parent's displeasure."
