Do the rulings for a traveler, regarding the permissibility of shortening prayers, apply to an 'Umrah pilgrim who will stay in Makkah for three days?

Scholars have differed on the duration after which a traveler staying in a country should complete the prayer. The Hanbalis held that whoever intends to stay for more than four days should complete the prayer. Imam Al-Shafi'i and Imam Malik held that whoever intends to stay for four days or more should complete the prayer. Imam Abu Hanifa held that whoever intends to stay for more than fifteen days should complete the prayer. The followed madhhabs (schools of thought) agreed on the permissibility of shortening the prayer for anyone who intends to stay for three days or less. It is inferred from the hadith of Al-Alaa' ibn Al-Hadrami that a stay of three days does not remove one from the status of a traveler. Therefore, if the stay does not exceed three days, you may avail yourself of the concessions of travel according to all four madhhabs.
