What is the Islamic ruling regarding satellite channel owners who deliberately corrupt society with programs and films that have materialistic goals?

The owners of these channels are immoral criminals. The ruler must prevent and deter them, and punish those who are not deterred, for they corrupt the youth's religion, extort their money, and violate people's honor by spreading vice. Allah has threatened those who love to spread indecency with a painful torment in this world and the hereafter, so what about those who actually spread it? These individuals bear the sin of everyone who deviates because of them, as stated in the Hadith: "Whoever calls to misguidance will have a sin upon him like the sins of those who follow him."
