Does the punishment for severing ties of kinship, which is the non-acceptance of deeds, include both the oppressor (the one who severs) and the oppressed (the one whose ties are severed), or only the oppressor?

Severing ties of kinship is one of the major sins, and whoever severs them, Allah severs him, as stated in the Hadith Qudsi: "Whoever unites with you, I unite with him, and whoever severs you, I sever him." However, whoever is harmed by maintaining kinship ties is not sinful for shunning them to ward off harm from himself. The one who maintains ties is not merely the one who reciprocates, but rather the one who connects with those who have cut him off. He should strive for reconciliation and clear himself of blame. If the other party insists on shunning, then there is no responsibility upon him. Merely exchanging greetings is sufficient for maintaining ties according to many scholars.
