Is it permissible to give zakat to non-Muslims if the Muslim community is self-sufficient and there are no poor Muslims, based on what was narrated from Caliph Omar bin Abdul Aziz?

Scholars differ on the issue of giving zakat to non-Muslims. The majority of scholars hold that it is not permissible, citing the agreed-upon hadith of Mu'adh: "It is to be taken from their rich and given to their poor," where "their poor" refers to the poor among Muslims. Others hold that it is permissible to give zakat to non-Muslims, citing evidence that is not without weakness. The preponderant view is that of the majority.

If there are no Muslims who are eligible to receive zakat, some scholars hold that it is permissible to give it to non-Muslims, while others believe it should be kept until a Muslim eligible to receive it is found.

It has not been authentically reported that 'Umar ibn 'Abd al-'Aziz gave zakat to Jews and Christians; rather, he bought and freed slaves with it.
