If one can perform ablution and prayer quickly, that is obligatory. However, if that is not possible due to a strong urge to urinate, then something should be placed to prevent the spread of urine, and one should perform ablution after the time for prayer has begun. The discharge of urine at that point does not invalidate the ablution because the person is excused (suffering from incontinence). Prayer is not waived in such cases, and abandoning it is a grave sin.

Ibn Baz said: If the time for prayer arrives and there is something that causes disturbance, such as urine or feces, one should leave to perform ablution, based on the Prophet's (peace and blessings be upon him) saying: "There is no prayer in the presence of food, nor when one is resisting the two impurities (urine and feces)." Therefore, praying with devotion at home is better than praying with the Imam while resisting the two impurities. However, if the discomfort is slight and does not disturb the prayer, then one should pray. If the resistance is severe, one should leave the mosque and stop the prayer. It is advisable for someone who suffers from frequent urination or flatulence to ascertain the proximity of the prayer's commencement time, so they can perform the congregational prayer while ensuring the validity of their purity.
